Project Organization and Plan

1 Project Management Organization

1.1 Object

In case the company is successful for the bid, we will arrange the project carefully, construct strictly and harmonize with the relevant system and type of work actively to assure the rate of progress of the proprietor to assure the time limit for the project and we will be subject to the decision of the proprietor. Our company will do the production, sales, construction and after service well in accordance with ISO9001 specifications and agreement to realize the designed plan completely and absolutely with high quality and we will assure not to exceed the budget of the project. To assure the construction quality to reach excellent degree; to try to get excellent construction glory to reach international advanced level to offer stable base for the construction and operation of Guangzhou Xin Baiyun International Airport.

1.3 Scope of the project, two parties’ and the third Party’s responsibilities

Note:“two parties of the project” means the tenderer and proprietor; “the third Party” means the unit relating to the project.

The proprietors and the third Partys obligations:

1、 To implement the contract absolutely.

2、 The proprietor and the third Party shall be active to cooperate and harmonize with the tenderer on the aspects of technologies of interface definition and engineering construction. The proprietor shall arbitrate when necessary and restrict the third Party to observe.

3、 The proprietor shall provide spot condition under the cooperation of general rate of progress including machine room construction, wiring, relevant network and power supply construction.

4、 The proprietor has the right of adjusting scope and quantity of the supply properly. Because the expense of the equipment is changed due to the adjustment, so the unit price in <<Quotation List of the Equipment>> confirmed by the proprietor in the tender documents shall be considered. If the changed equipment is not mentioned in Quotation List of the Equipment, the two parties shall negotiate to confirm according to the quotation principle mentioned in Quotation List of the Equipment.

5、 The proprietor shall give the tenderer sufficient time to response to the adjustment and change.

6、 All kinds of documents provided by the tenderer to be approved shall be responded actively. The two parties shall draft classified documents according to the examining and approving time.

Tenderers work scope and responsibilities:

1、 To implement the contract absolutely.

2、 The tenderer shall provide complete flight information display system including all the necessary equipment, accessories, examination instruments, specialized tools and key delivery construction of the whole service about construction, training and maintenance.

3、 The tenderer shall cooperate and harmonize actively with the proprietor and integration merchants of civil engineering, inner decoration, energy supply, integrated wiring system, etc. on the aspects of technologies of interface definition and engineering construction and the tenderer shall also make concrete arrangement for the work. All the work arrangement shall be agreed by the proprietor’s written approval. If any disputes appear, the proprietor shall arbitrate and all the parties shall observe and shall not request the additional fees or extending the time limit for the project. The tenderer shall bear all the obligations and responsibilities to finish all the work required by the proprietor according to the contract.

4、 The tenderer shall be responsible for providing all other interface definitions between the systems which have data interchange with SECURITY SYSTEM and cooperate to open test and adjustment work.

5、 Under the general regulations of the contract, to cooperate with the proprietor to manage the operation actively and amend the software function without any requirement of additional fees or extension of time limit for the project due to this.

6、 If the scope of goods supply is changed due to the tenderer’s reason after the tenderer gets qualification, the tenderer shall bear this additional expenses due to this after the proprietor approves. The tenderer shall not change the equipment model, producing area and manufacturer recognized by the proprietor without approval.

7、 If the equipment model and software edition are changed due to the technical development and progress during the valid term of the contract, the tenderer shall provide the upgrade product of this equipment or software and submit the written report to the proprietor to be approved. The tenderer shall not change any materials recognized by the proprietor without approval.

8、 All the software products provided by the tenderer are original edition software and the tenderer shall guarantee that the proprietor can get legal and effective usufruct. Otherwise, the tenderer shall bear all the legal responsibilities and economic responsibilities without any connection with the proprietor due to litigation, arbitration, expenses and morra caused.

9、 The whole engineering shall be ended after the proprietor signs the acceptance certificate, but the after service and other obligations regulated by the contract shall be implemented continuously.

1.4 Management Organization of the Project at the spot

The project management organization sets up project manager section managing the construction generally.

The management principle of the project: The project manager shall be responsible for the construction in free hand to assure time limit for the project, quality, safety and profit. The company shall assign engineer with rich design and construction experiences to be the project manager. The basic responsibilities are:to observe the law and regulations; to fulfill the contract completely; to organize, make and implement inner management regulations; harmonize with each department and specialty; to cooperate with the proprietor and supervision engineer closely; to treat the relationship with other contractors properly; to assure the smooth implementation of the construction.

The project manager controls technique department, construction department, quality assurance department, safety management department and property management department which organize and implement technical management, construction management, quality management, safety management and property management separately. The arrangement and titles of the personnel mentioned above shall be determined by the project manager.

The company sets up technical support group of specialized project to cooperate to handle each technical work. The project manager can arrange technical support personnel to go to the spot to guide the equipment and software installation, test and adjust.

1.1 Progress management of the project and schedule charts

Principles: carry out the designing and implement of the third party which influence the installation and debugging of this project as soon as possible. For example: integrated wiring, power supplying and distribution system, decoration, for the purpose of supplying transporting media and reliable power supply for the debugging of other systems, and for the purpose of shortening the time limit of installation, so that sufficient time can be left for the debugging of the sub-system and general system and the reliability of the system can be insured.

Designing: tasks like purchase of equipment and preparation of construction must be carried out rapidly after the signing of the contract. Main managers and technical staffs of the Department of Project Manager must be present at the locale; and according to the process of the project decided by the owner, complete the SECURITY SYSTEM information exit, power switch/exit blueprints, linking charts of the system, basic charts of equipment installation, layout charts machine rooms and other construction charts and re-designing of the system, and then start working after the examination and approval of the owner.

Construction team enters the locale rapidly: builders and construction equipments must enter the locale and complete the preparative works.

Cooperation: every requirements and instructions must be understood and executed as quickly as possible, and cooperation must be made with the user of the construction locale through the owner or present engineer.

Purchase of equipment: project manager must make the material schedule available to ensure the working fluent and efficient.

Equipment installation: outfield equipments installation shall be started right after the equipments enter the locale. For the interests of the third party, basic check shall be done first before the installation. The equipments shall be installed according to the process decided by the owner and the installed equipments shall be well maintained.

Process control: weekly/monthly process schedules must be made and delivered to the owner for examination and approval. It must be ensured to complete these schedules.

Lag of construction behind the schedules: when actual construction process lags behind the schedules, emergency schedules shall be carried out to make up the lag. Main measures of the emergency schedules include: rapidly transferring sufficient technical staffs into the locale, adding enough working machines and tools, increasing working areas. And under the preconditions of being approved by the owner, ensuring the safety of working and quality of the construction, multi-area-working and cross-area-working also may be carried out to make up the lag.

1.2 Quality control plan

Principles of quality management and control: anything must be answered for by somebody, anything must be subject to available rules, anything can be checked, and anything must be supervised by somebody available.

1.2.1 Duties for quality management

Followings are the duties and requirements of project managers for quality management:

(1)Taking charge of formulating quality guidelines and objects and making them into written forms, and ensuring that all levels of staffs understand and stick to the guidelines.

(2)Being responsible for the work relating to organization ; Deciding the organizing structure and distributing their functions; regulating the duties, extents of authorities and interrelations of organizations and quality-relating staffs; deciding and outfitting sources need for the operation of the enterprise responsible for the projects, including materials, financial source and staff source; appointing quality controlling representatives and defining their duties and extents of authorities.

(3)Taking charge of management judgment, approving procedure files of management judgment, and judging the quality system on schedule to ensure the suitability and effectiveness of the system.

1.2.2 Technical coordination and judgment

Department of Project Managers answers for technical coordination and judgment, defining the owners requirement to reach a consistent understanding and explanation of the contract between the two sides; records of the judgments shall be well kept. If necessary, the above contents may be modified in accordance with the stipulated procedure, and the modified contents must be delivered to the relating department of our company in time.

1.2.3 Data and documents management

Technical and construction data of the project are important basis of project quality and working quality, so an all-way record must be kept from the phase of construction preparation, and the phase of construction organization, to the phase of hand-over and checking before acceptance of the project; anything must have record for checking, providing important basis for future maintaining, checking, rebuilding, extending and renewing of the project.

Considering the characteristics of the system, the archiving of the software documents shall be specially emphasized.

1.2.4 Material management

Project managers and professional workers must work out monthly and ten-day material plan according to the material analyzing sheets, and make the materials enter into the locale in advance.

Producers’ certificates of quality of all materials of every system to enter the locale must be available. Quality and properties of materials must be in accordance with relating state standards and requirements of designation.

1.2.5 Construction quality control

Strictly adhering to the owner’s requirements on construction management, organizing the construction harmoniously, transacting procedures of entering the locale.

Making technical staffs accept training on installation instructions, judgment standards and main contents of the quality system.

Carrying out installation strictly in accordance with state regulations and standards and relating techniques.

Doing cleaning and maintaining works to the installed equipments.

1.2.6 Marking and tracing-back of products and construction

Through marking of products and construction, ensuring that products and system communications used in the project have recognizable marks and records and can be traced back.

Marking of products includes names, specs, producers, date of entering the locale, status of inspection and test.

Workers for every sub-project shall do the work of marking during the process of installation.

When the contract/system of construction need to be traced back, it can be traced back through checking the locale construction log, ulterior check-and-acceptance sheet of the project, quality certificates of used materials, storage sheet, marking tag, judgment record of quality check-and-acceptance.

1.3 Project coordination

Because this project is a systems engineering, the fluent implementation of the project closely depends on the active cooperation and coordination of all sides. The Department of Project Managers of our company will establish relating principles and ways on coordination to ensure a smooth channel, an in-time responding and a high efficiency.

Basic measures of coordinating and organizing:

1. Coordinating records being established on the companys organizing level, and special person being available for it.

2. Coordinating records being established in the locale Department of Project Managers, and special person being available for it.

3. Coordinating levels being established for in-time coordination.

4. Participating relating meetings on projects.

5. Calling on multilateral coordinating conference if necessary.

6. The decision of coordinating being implemented rapidly.

1.4 Change control on the requirements of the project

Minimizing the change during the process of construction. Main methods as below:

1、 Thoroughly and unmistakably understanding the requirements of the project, and keeping enough communications with the owner and the user, ensuring the harmony of designing and requirements.

2、 Fully considering the compatibility, conveniency and expansibility of the designing of the system.

3、 When change being inevitable, alteration documents must be formed rapidly, of which the contents include the changed items, causes for changing, measures of changing and its workload.

4、 The two sides on consultation may decide the limit of the cost for the change. For example, cost below RMB5000 for single change being born by the contractor, and cost above RMB5000 for single change being compensated by the owner.

1.5 Project risk control

1.6 Project installation, debugging/testing and pilot operation

The tenderer has the responsibility to the lab simulative testing, installation, debugging, on-the-spot inspection, pilot operation and other works, until being checked and accepted by the owner.

This tenderer will provide a detailed schedule including lab simulative testing, general installation, on-the-spot inspection, system testing and pilot operation to the owner, and implement it after being approved by the owner.

According to the owner’s examining and approving procedure, this tenderer will provide staff and organization structure for the project along with the resume of relating staffs (including name, nationality, age, installation or operation certificate, technical level certificate and other certificates.). If a staff is considered disqualified by the owner, this tenderer will immediately change that staff according to the requirement of the owner.

Construction workers in the locale shabbily must obey the management of the owner, abide with the safety regulations, pay attention to safety in production and using power and fireproofing, strive for civilized construction.

1.6.1 Installation

All system software and equipments listed in this spec instruction shall be installed, cleaned and maintained by this tenderer until the owner signs a certificate of check and acceptance.

system consists hardware and relating software. Hardware includes: server of the system, working stations and kinds of displays. All of these equipments are precise and expensive electric instruments, therefore high standards of protecting measure are necessary. System software includes: database, operating system, kinds of internet applications, kinds of software for connection, etc. The installation of system software is the key to the normal use and operation of the whole system. As a professional integrator of light current system, this tenderer has rich experience on installation and debugging of airport light current system. Also, we have practices of providing system for several big airports. Therefore, we are competent for the system of Guangzhou XinBaiYun airport. The installation of the hardware of this system can be divided into the following steps:

1.6.1.1 Coordination and cooperation with civil construction unit and decoration unit

ü This tenderer will actively cooperate with civil construction unit and decoration unit to ensure the fluent development of the installation.

1.6.1.2 Equipments reaching the locale

The equipments are all packed with standardized package according to the requirement. After reaching the NEW BAIYUN airport, all equipments will be stored and maintained as a whole. The concept that equipments reaching the locale during the process of installation mean equipments being transported from storage to the spot of installation. When the equipments enter the waiting-room building, it shall be careful to protect the decorated floor.

1.6.1.3 Installation of equipment

After installation, the equipments shall be cleaned, and the the screen shall be protected. As to equipments, if they are on a people-crowded spot that collision is liable to happen, their the screen shall be covered with cardboard.

1.6.1.4 Electric connection of the equipments

After the installation of the equipments of system, it’s necessary to connect the electric wires and signal cables. To ensure normal power supply and communication, this integrator will send professional staffs to complete the above-mentioned work.

1.1.1.1 Protection to the installed the equipments

Considering that many construction units are working in the terminal at the same time, and thus it’s liable to damage the the equipments, it’s necessary to well protect the installed equipments.

ü As to some minitype the equipments, after testing every information point, the equipments may be taken down and stored for re-installation after the final construction and decoration completed.

ü Adding obvious marking on the installed the equipments to give a warning to other construction units.

ü To avoid damage or spot, protecting the the screen that is liable to crack with relatively thick soft foam and wood block, and protecting the equipments from around with cardboard.

1.1.1.2 Cleaning of the the equipments

After installation and debugging, it’s necessary to clean all the equipments. Special cleanser will be applied to clean the equipments and installation brackets.

1.1.2 Debugging /testing

This tenderer is responsible to debug the system until every index meets the requirement and the system operates normally.

1、 Ensuring the continuous testing of the whole SECURITY SYSTEM installation. Coordinating with the sub-contractor and ensuring the whole installation meet the requirements of functions.

2、 Physical testing. Ensuring that the tanks of the machines correctly installed and be moveable during maintenance.

3、 Testing the functions of all requirements leaving the factory without being simulatively tested in the lab. During the process of debugging, the testing shall be done according to the requirements of owner and the bid documents.

1.1.3 Pilot operation

After system debugging and on-the-spot testing, this tenderer shall carry out a pilot operation of the system. If bugs expose during the pilot operation, this tenderer shall be responsible to adjust it and make records for archive.

The pilot operation of the system starts with the pilot operation of the

Airport. The period for pilot operation may be decided by both sides, but

generally shouldn’t less than 3 months. The owner may examine the

system provided by the tenderer along with the usability of its service, and make a judgment on the system and the service.

1.1.4 Technical training

Our side will help to train the technical staffs of the owner on handling and maintaining 3 months before the completion of installation of the system. The training will be carried out in Chinese or English, and will be divided into two types: factory training and on-the-spot training. Trainers sent by our side will have maintaining experience of more than three years on the products provided by us, and will be formal employees of the producer. Before the training, our side will deliver the resume of the trainer, along with the training schedule to the owner, and the owner may require changing in case of thinking something improper.

Before the formal training, our side will provide “instructions of system handling” and other teaching material. Trainees shall go through three kinds of our examinations: oral examination, written examination and practical handling examination. Person passes the three examinations will gain certificate sent by our side.

Staffs of the owner participating the training shall have knowledge of computer software, and certain basis of electric techniques.

Trainees may record (voice, video) all training courses. And the materials recorded may be used for other training in the future.

1.1.4.1 Objects

Through training, trainees should master the following principles and techniques:

1、 Understanding the structure and working principles of the system and equipments, correctly using and handling, and mastering techniques of eliminating common malfunctions.

2、 Making the system software staffs been able to analyze and remove mistakes, malfunctions and errors caused by incorrect setting of software. And making them been able to download, set and start up the new version of the software.

1.1.4.2 On-the-spot training( free)

l Agenda of Training

Training agenda includes:

o Full operations and applications of SECURITY SYSTEM,

o Full operations and applications of SECURITY SYSTEM GUI,

o Full operations and applications of ACS SYSYTEM,

o Full operations and applications of PAS SYSYTEM

Time of training: after the impletion of installation and debugging of the software and hardware

Number of trainees: operators (4 persons)

Days of training: 8 normal working days

Schedule of training:

Using of the operating system software of the SECURITY SYSTEM system (2 days)

Using of internet applications of SECURITY SYSTEM system (2 days)

Setting and modifying of the basic operation parameters (1 day)

Introduction of the principle of the hardware of the equipments (2 days)

Spotting and removing of simple malfunctions (1 day)

1.1.4.3 Factory training

Four persons will be trained in the factory of main producer (in UK and USA). The training fees include out and home flight tickets, room and board, local traffic, communication, medical treatment and life insurance, etc. Preliminary training schedule as following:

1st day: Guangzhou --- USA

2nd day: visiting and learning in CCTV PHILIPS factory

3rd day: training on CCTV PHILIPS equipments

4nd day: visiting and learning in CCTV Pelco factory

5rd day: training on CCTV Pelco equipments

6th day: visiting and learning the application in USA

7th day: USA--- UK

8h day: visiting and learning in ACS factory

9th day: training on ACS equipments

10th day: training on ACS equipments

11th day: t visiting and learning in Fiber equiment in UK

12nd day: training on Fiber equipments

13rd day: training on Fiber equipments

14nd day: summing up of the training

15rd day: coming back to home

1.1.5 Schedule of check-and-acceptance

After all equipments of the system operating in an integrated network, the pilot operation of the system begins. On expiration of the pilot operation, if the following requirements are met, the system shall be accepted:

1、 The system can operate normally and continuously, its practical functions and performances, testing performances and performances meet the requirements of specs.

2、 Problems occurred during the on-the-spot testing and pilot operation have been solved, and the owner has been satisfied with it. Also influences to other projects have been eliminated.

3、 All goods and data have been provided according to the specs and regulations of relating government authority.

Check-and-acceptance of the system includes: take-over of the data of the completion of the project, check-and-acceptance of the equipments, check-and-acceptance of the project, check-and-acceptance of system functions, and check-and-acceptance of connection with other system.

1.1.6 After service

Office of this bidder in Guangzhou has been available, maintaining unit may be set up for maintaining service, which is an around-the-clock service. Within three hours after receiving the notice, maintaining workers will be present and provide continuous service until malfunctions are eliminated and the equipments get back to normal operation. Sufficient spare parts are available at this maintaining unit.

As to the list and price of spare parts in the term of guarantee, refers to Appendix .

System integrator shall be responsible to the maintenance of the system during the term of the guarantee, designated technical staffs will be sent for repairing and regular maintenance of the system, and the list of the designated technical staffs will be delivered to the owner for approval in advance.

Before the expiration of the guarantee term, this bidder will send professional engineers, along with representatives of the owner, to carry out a through examination to the system, and will be responsible to repair any malfunction. After repair, the integrator shall make a report to the owner on the cause, remedying measures, time and date of completing repair and recovery.

Upon expiration of the guarantee term, the two sides may sign a maintenance agreement, or our company may repair or replace the equipments on cost price. For details of maintenance agreement of our company, please refer to Appendix .

As to the list and price of the spare parts for guaranteeing a 4-year normal operation of the system after the guarantee term, please refer to Appendix

项目施工组织及计划

1 项目管理组织

1.1 目标

本公司一旦中标,会对工程项目精心组织,严格施工,积极协调相关系统、相关工种;保证业主进度,确保工期,服从业主裁决;我司会遵照ISO9001的规范及合约精神做好生产、销售、工程及售后等工作,完全、彻底地、高质量地实现设计规划,同时确保不突破项目建设费用预算。确保工程质量达到优良等级;争创优秀工程,达到国际先进水平。为广州新白云国际机场的建设、运营提供坚实的基础。

1.2 管理规范及标准

1.2.1 项目工作范围及双方、第三方职责

注:“项目双方”指本投标人和业主;“第三方”指与涉及需本项目配合的单位。

业主及第三方职责:

1、 全面执行合同精神。

2、 业主及第三方积极配合本投标人在接口定义、工程实施等方面的技术协调与配合。必要时业主起仲裁作用。并约束第三方遵守执行。

3、 在配合总进度下,业主提供现场条件,包括机房建设、布线、相关网络、电源建设。

4、 业主有适当调整供货的范围和数量的权利,由于调整引起的设备费用的变动,以投标书中经业主确认的《设备报价清单》中提出的单价为依据,如变更的设备在《设备报价清单》中未提及,经双方根据《设备报价清单》中体现的报价原则另行协商后确定。

5、 业主任何调整、变更应给投标人充分的响应时间。

6、 对投标人提供的各类需审批文件应予以积极响应。双方应拟定分级文件对应审批时间。

投标人工作范围及职责:

1、 彻底、全面执行合同精神。

2、 本投标人提供完整的安全防范系统,包括必需的所有相关设备、附件、检测仪器、专用工具和工程、培训、维保等一条龙交钥匙工程。

3、 本投标人积极配合业主与土建、内部装潢、能源供给、综合布线系统等工程实施等方面的技术协调与配合,并对工作作出具体安排。所有的工作安排必须取得业主的书面同意,如果发生争议,应由业主裁决,各方都应遵守,并不得籍此要求增加费用或延长工期。本投标人负担全部义务和责任,以完成业主根据合同安排的所有工作

4、 在不违背合同总体要求下,积极配合业主运营管理的需要,修改软件功能,而不籍此要求增加费用或延长工期。

5、 本投标人取得中标资格后,如果由于投标方的原因引起供货范围变化,经业主批准认可,并承担由此而增加的费用。本投标人对已被业主认可的设备型号、设备产地和设备制造商不得擅自变更。

6、 本投标人提供的所有软件产品均为正版软件,并保证业主获得合法有效的使用权。否则,由此引起的法律诉讼、裁决、费用和延误均与业主无关,由本投标人承担一切法律责任和经济责任。

7、 在业主的签署书面接收证明后,整个工程结束,但售后服务和合同其它约定的条款仍然继续执行

1.2.2 项目现场管理组织

本项目管理组织设置项目经理部,对本工程实施全面管理。

项目管理原则:项目经理对工程全权负责,确保工期、质量、安全、效益。本公司委派具有相当设计、施工经验的工程师任项目经理。其基本职责是:遵守国家法令、法规;全面履行合约;组织制定并实施内部管理制度;协调各部门、各专业之间关系;与业主及监理工程师密切合作;妥善处理与其它承包人等的关系;确保本工程的顺利实施。

项目经理下设技术部、工程实施部、质量保证部、安全管理部和物资管理部,分别领导组织实施技术管理、工程管理、质量管理、安全管理、物资管理等。上述人员安排、部门职务由项目经理确定。

在本公司设立专门项目技术支持组,协助完善处理各项技术工作,项目经理可安排技术支持人员到现场对安装设备及软件作指导、调试及测试。

1.1.1 项目进度管理及计划表

原则:尽快落实影响本项目安装调试的“第三方”设计及实施,例如:综合布线、供配电系统、装修等,以便为其它系统调试提供传输介质及可靠电源,尽可能压短安装工期,为分系统调试和总系统调试留出足够的时间,以确保系统的可靠性。

设计:合同签订后,迅速展开设备采购、施工准备等工作。项目经理部主要工程管理和技术人员进驻现场;根据业主安排的工程项目流程,60天内,完成安全防范系统的深化设计,包括:深化的系统图、连接图、布置图、综合安装图、安装大样图、剖面图等,并标明材料、尺寸、厚度、安装方式、附件、与其它相关工程的关系和有关资料数据。提交业主8份完整的图纸资料和相应电子文件。,供业主审批,工程开工。

施工队迅速进场:施工人员、施工设备到达现场做好施工前的一切准备工作。

协调配合:尽快领会并执行业主或现场工程师的各项要求和指令,通过业主或现场工程师与施工场地使用者密切配合。

设备采购:项目经理做好工料计划,使施工顺利有效。

设备安装:外场设备施工安装在设备进场后即开始进行,首先做好安装前的基础检查,特别为第三方提供之基础。按照业主的工序安排进行安装并做好成品保护工作。

进度管制:制定周/月进度计划,报业主审批。保证周/月计划的完成。

计划落后:实际进度落后计划10%时,应实施紧急计划,主要措施包括抽调足够的技术人员迅速进驻现场,添置足够的施工机具,增加作业面,在业主许可以及安全施工确保质量的前提下,展开多作业面同时施工和交叉施工,以补充工期损失。

1.2 质量控制方案

质量管理控制原则:凡事有人负责、凡事有章可循、凡事有据可查、凡事有人监督。

1.2.1 质量管理职责

项目经理承担的质量管理职责和要求。管理职责包括:

(1)主持制订质量方针目标,形成文件,并确保其各级人员理解和坚持执行质量方针。

(2)做好“组织”有关的工作,决定组织机构,进行职能分配,规定组织机构和与质量有关人员的职责、权限和相互关系;确定并配备项目企业运作所需的资源,包括物资、财力和人力资源;任命质控代表,明确其职责和权限。

(3)主持管理评审,批准管理评审程序文件,并按时对质量体系进行评审,确保体系的适宜性和有效性。

1.2.2 技术交底及评审

项目经理部对标书、合约、订单进行技术交底及评审,明确业主的要求,做到双方对合同条文认识和解释一致;评审应作好记录并保存。当需要修改时应按程序规定进行修改,并保证将修改的内容及时传递到我司有关部门。

1.2.3 资料文档管理

项目的技术、施工资料文档是反映工程质量和工作质量的重要依据,经过对项目从施工准备阶段、组织施工阶段和交工验收阶段等全过程的纪录档案;做到凡事有据可查,为日后维修、检修、改建、扩建、更新的重要依据。

1.2.4 物资管理

项目经理和专业施工员依据施工图纸和施工预算,工料分析单提出每月、每旬材料计划,提前安排进场。

各个系统进场材料必须具有生产单位质量合格证书。材质、性能必须符合国家有关标准和设计要求。

1.2.5 施工质量控制

严格按照业主施工管理要求,做好施工组织,办理进场手续

培训施工技术人员安装规范和验评标准及质量体系各要素内容

严格按照国家规范、标准要求和相应的工艺进行安装

对已安装设备做好清洁、保护工作。

1.2.6 产品、施工标识及可追溯性

通过对产品、施工的标识,确保在工程项目中使用的产品和系统联系有可供识别的可追溯性的标识和记录。

产品包括名称、规格、生产厂家、进场日期、检验和试验状态。

施工的标识在安装过程中,由施工员按分项工程予以记录,作为标识。

当合同/工程系统有追溯要求时,可通过查阅当时的项目部现场施工日志、隐蔽工程验收单、已用材料的产品合格证、入库单、标识牌、质量验收评定记录来进行追溯。

1.3 项目协调

由于本项目为系统工程,项目的顺利执行,与方方面面的积极配合协调起重大的作用。我司现场项目经理部会制定相应协调原则及方法做到:渠道畅通、响应及时、迅速高效。

项目基本协调组织:

1. 公司组织层设立协调文档专人负责。

2. 现场项目经理部设立协调文档专人负责。

3. 设立协调等级,定时跟进。

4. 参加相关工程会议

5. 必要时,组织多方协调会议

6. 对协调结果,迅速处理。

1.4 项目需求变更控制

尽量减少项目建设过程的变更。主要从以下方面控制。

1、 明确项目需求,与业主、使用部门充分沟通,保证设计与需求的统一。

2、 系统设计充分考虑兼容性、方便性、扩展性。

3、 当不可避免要变更时,应迅速形成变更文件,内容包括变更项目、前因后果、变更做法及工作量

4、 发生变更产生的费用,可双方协定界限,例如5000RMB以下的单项变更由项目承包方负担,5000RMB以上的单项变更则业主予以补贴。

1.5 项目风险控制

本投标人在世界范围内均具有丰富的经验,公司会在财务、购货、设计、工程、维护等各方面严格把关,把项目风险降到最低。

首先,我司具备完善的的管理制度和组织形式,决策执行到位,责任明确,秩序井然。同时,以项目经理制为主体建立明晰和井然的工作秩序,使决策得以顺利、有效地实施。

其次,在项目实施过程中建立风险部门,对项目的潜在风险进行分析、控制和监督,并制定相应的对策方案。

总之,明确风险责任,加强目标管理,利用管理环的PDCA (Plan, Do, Check, Action)5W1H (What, When, Where, Who, Why, How)方法进行目标管理。达到对项目风险良好控制的目的。

1.6 项目安装、调试/测试和试运行

投标人负责对安全防范系统进行安装、调试、现场检验、现场测试、试运行等工作,直至经业主验收合格。

本投标人会提供一份包括总体安装、现场检验、系统测试和试运行的详细计划,供业主审核批准后执行。

本投标人会提供项目人员组织及相关人员的简历(包括姓名、国籍、年龄及安装操作证、技术等级证等证件等),按业主入场审批程序办理。当业主认为进驻工地的人员不合格时,本投标人立即按业主要求更换不合格人员。

施工人员进驻工地服从业主的管理,遵守安全条例,注意生产安全、防火、安全用电等,争创文明施工。

1.7 安装

本规格书中系统的软件、所有设备设施由本投标人负责安装清洁、保管等工作直至业主签署最终验收证明为止。

安全防范系统由硬件设备及相应软件构成,这些硬件设备均为精密、贵重电子设备,其运输、安装、保护均具有较高的要求;系统软件包括:数据库、操作系统、各种应用软件、各种接口软件等,对系统软件的安装是整个系统的正常使用和运行的关键。本投标人作为专业弱电系统集成商,具有丰富的机场弱电系统安装、调试的经验,具有多个大型机场安全防范系统工程业绩,完全能够承担和胜任广州新白云机场安全防范系统工程的能力安全防范系统硬件设备安装,安全防范系统设备的安装分为如下阶段:

1.7.1 与土建、装修单位的配合与协调

本投标人积极与土建和装修单位配合,以确保安装工程的顺利进行。

1.7.2 设备到场

本系统的显示设备均按要求进行标准包装,设备到达广州新白云机场后进行统一的存放与保管,在安装过程中设备到场是指设备从存放仓库运至现场安装位置。设备进入候机楼内时,应注意对已装修地面的保护。

1.7.3 设备安装

安全防范系统设备的安装主要包括指CCTV系统、ACS系统、PAS系统、拾音系统设备的安装。

设备安装完毕后要对设备进行清洁,设备的显示面进行保护。

设备安装完毕后,需对每个设备的电源线及信号线进行连接,本集成商将安排专业技术人员完成设备的电源线及信号线连接工作,确保显示设备供电正常,通讯正常。

1.7.4 已安装显示设备的保护

由于航站楼内有许多施工单位进行施工,容易造成显示设备的损坏因此需用加强安装好设备的保护。

ü 在已安装的设备上注明显的标记,以提示其它施工单位注意。

ü 对显示容易破碎的设备部分采用较厚的软泡沫及木板进行保护,对显示设备周围采用纸板保护,避免显示碰坏或污损。

1.7.5 显示设备的清洁

安装调试完毕,需对所有设备进行清洁,采用专用清洁剂对显示设备及安装支架进行清洁,保证所有显示设备的洁净。

1.8 调试/测试

本投标人负责将系统进行调试直到各项指标合格,系统运转正常。

1、 保证整个系统安装的连续性测试。负责与子承包商协调,确保整个安装满足功能需要。

2、 物理测试。确保机柜安装正确,维修时可以移动

调试过程按业主、招标书要求做检验。

1.9 试运行

系统调试及现场测试工作完成后,系统进行试运行,并负责对系统在试运行期间所暴露的缺陷予以调整和整改,并作记录提交存档。

从机场进入试营运状态时,系统在现场条件下进入试运行,试运行时间由双方协定,一般不低于3个月。业主可对投标人在试运行期间的系统及服务可用性进行检验。并做出对系统及服务的评价。

系统在试运行期间,本投标人工程技术人员随时在机场待命,一旦出现故障,在20分钟内到达现场。

1.10 技术培训

我方将在系统安装完成3个月之前,对业主的技术人员进行操作和维修培训,培训分工厂和现场培训两种,所有培训以中文或英文进行。我方派出的培训人员,都具有所提供产品三年以上的维修经验,而且是设备制造商公司的正式雇员。在培训开始前,我方将培训教师的简历连同培训计划一并提交业主,业主认为不合适可即更换。

在正式培训前,我方将提供《系统操作使用手册》等教材,参加培训者应当接受我方的口头、书面、实际操作三种方式的考核,考核合格者由我方发放合格证书。

业主参加培训的人员应具备计算机软件知识,一定的电子技术基础。

1.10.1 目标

通过培训使受训技术人员了解、达到以下原理、技能:

1、 了解应用系统及设备的结构、工作原理,并能掌握正确使用与操作和排除一般故障的技能

2、 系统软件人员分析并解决由不正确软件设置所引起的错误,故障和误差。还应使业主的软件系统人员能够下载,设置和启动软件的新版本

1.10.2 培训主要内容

培训主要包括以下议程:

l 安全防范系统全功能操作及应用

l GUI全功能操作及应用

l ACS系统操作及应用

l PAS系统操作及应用

1.10.3 在业主现场进行的培训(免费)

培训时间:在软件和硬件安装完毕,调试完成后

培训人数:操作人员(4人)

培训天数:有效工作日8

培训日程安排:

安全防范系统操作和设置(一天)

CCTV系统操作和设置(二天)

ACS系统操作和设置(二天)

PAS系统操作和设置(二天)

简单故障判断和处理(一天)

1.11 工厂培训

提供414天在主要制造厂家(美国、英国)接受培训,工厂培训用包括往返机票、食宿、当地交通、通讯、医疗、人身安全保险等,初步培训计划如下:

第一天:广州-美国

第二天:CCTV矩阵(PHILIPS)工厂参观学习

第三天:CCTV矩阵设备培训

第四天:CCTV前端(Pelco)工厂参观学习

第五天:CCTV前端设备培训

第六天:CCTV在美国应用参观

第七天:美国-英国

第八天:门禁系统(TYCO/CEM)工厂参观学习

第九天:门禁系统培训

第十天:门禁系统培训

第十一天:边界系统工厂参观学习

第十二天:边界系统培训

第十三天:门禁\边界在英国应用参观

第十四天:培训总结

1.11.1 验收计划

系统所有设备联网运行后,系统进入系统试运行期,在试运行期满并做到以下几个方面,系统签收

1、 系统能够连续正常运行,其实际运行的功能和性能以及测试性能指标满足规格书要求

2、 现场测试和试运行时出现的问题已被解决至业主满意,对其他工程项目的影响已消除

3、 已按规格书和政府有关管理部门的规定提供了全部货物和资料

系统验收主要包括:竣工资料接收、设备验收、工程验收、系统功能验收及与其他系统接口验收等

1.11.2 售后服务

业主颁发最终验收合格证书之日起,进入为期二年的保修期。

本投标人在中国广州市已有办事机构,可增设维修机构,处理维修服务。该服务是每天24小时提供的。 在接到报修通知后3小时内,维修人员赶到现场服务并连续进行,直至故障排除设备完全恢复正常使用为止。该维修机构备有足够的备品备件。

保修期内备品备件清单和价格,见附录《备品备件清单》。

系统集成商承担保修期内的维修和维护保养工作,并委派指定的技术人员进行维修工作和定期进行维护保养,委派人员名单事先报业主审批。

保修期结束前,由专业工程师和业主代表对整套系统进行一次全面检查,任何缺陷由本投标人负责修理。在修理之后,系统集成商将成因、补救措施、完成修理及恢复正常的时间和日期等报告给业主。

保修期以后,双方可签定维修保养协议或我司以成本价维修或更换设备。我司维修保养协议一般内容见附件。

保修期以后保证正常运行4年的备品备件清单和维修服务,见附后《4年备品备件清单》与一般维修保养合同例本。
