地凯防雷：汛期防雷，不可忽视！
汛期来临，暴雨、雷电等强对流天气及其引发的灾害风险增大，防患于未然，各地气象部门积极开展安全检查，了解各行业服务需求，以确保汛期各项气象服务工作运行正常、保障人民群众生命财产安全。近日，山东省气象灾害防御技术中心开展雷电灾害应急演练。通过演练，提高利用卫星和地基设备综合监测雷电活动的能力，加深应急工作各环节的熟悉程度。演练通过对FY-4A和ADTD闪电资料、FY-4A(TBB)资料叠加处理分析，结合气象台提供的天气实况，预计未来3小时内可能有雷电活动且出现雷电灾害的可能性较大，宣布立即启动雷电灾害应急预案。演练组迅速进入应急状态，根据上级安排，提示相关部门做好防雷工作，对重点单位进行电话通知，通过广播和手机短信提醒户外人员做好人身防雷准备，对受灾地点进行数据验证和资料分析并及时报告。雷电过程结束后，演练组第一时间对相关设备和人员受灾情况进行现场勘察分析，上报灾情，结合实际情况为相关单位和人员提出科学合理的防护措施。
安徽省芜湖市南陵县气象局根据“双随机一公开”的原则，迅速组织开展辖区内防雷安全执法检查。4月8日，县气象局对芜湖悦孚能源销售有限公司城关加油加气站进行了防雷安全执法检查。检查组通过实地查看、查阅档案、现场询问相关责任人等方式，重点检查了该加油加气站防雷安全监管职责落实情况、防雷制度建设情况、防雷装置安全性能定期检测情况，督促其严格落实防雷安全主体责任。同时，对其相关责任人开展了法律法规宣传，进一步增强他们的安全生产责任感。
重庆市沙坪坝区气象局组织工作人员走进多个高楼住宅小区，开展居民住宅防雷检测与科普“百千万”公益活动。区气象局工作人员通过设立宣传咨询台、发放防雷科普资料以及现场知识解答等方式，向过往市民及小区业主宣传讲解雷电防护知识。区防雷中心技术人员还对小区住宅楼进行雷电防护装置安全性能免费检测。据悉，此次公益行动将对全区50余栋居民住宅楼进行免费检测。
宁波市气象局完成防雷年检报备制镇海区试点工作，正式面向全市推广应用。自2017年开展易燃易爆场所防雷年检报告报备制管理以来，该区105家涉易燃易爆场所企业监管实现100%全覆盖，场所脱检、漏检数较之前减少84%，安全管理成效显著。 据悉，防雷年检报备制要求所有易燃易爆危化企业将防雷装置定期检测报告通过防雷安全监管信息化平台报当地气象局备案。气象部门依托平台实现对易燃易爆危化企业的可视化、精准化和可溯化管理，并通过“双随机”抽查等方式加强辖区内防雷安全监管工作。该模式有效提升了易燃易爆危化企业的防雷安全监管覆盖率，降低了涉检企业的雷击概率，为进一步强化涉检企业的安全生产主体责任意识，保障生产运行安全稳定提供了新举措。 目前，防雷年检报备制已正式写入《宁波市防御雷电灾害管理办法》第十二条，自今年5月1日起在全市易燃易爆场所适用。信息来源：中国气象报社
